There are 3 items that you'll need if you're going to use a safespot and train illusion; a wizards hat, robe, and amulet of magic. When wearing these 3 items you'll receive a bonus of +15 magic. This, combined with your staff that you'll be using, give you a bonus of +25 magic attack - the best you're able to get hold of with 1 magic.

For bottoms the choice is yours. Many ethnic group opt for a blue skirt, to complete the outfit. Some get a pink skirt for variety. Personally I use a monk's bottom, as it give you a prayer bonus and doesn't change the bonus too much.
Simple Wizard Robes should be efficient for presently. I don't think you could wear anything else with a horizontal 0 magic.
