I involve a perfect workout plan for 13 year olds and lacking any equipment.
When I say equipment I mean weights and things similar to that but i do have a jump rope.

13 year olds are better off getting involved in sports near strenous exercise like football, basketball, swimming or even cycling!
but if its a workout i would reccommend stretching, running, jump rope, sit ups, push ups, etc and finally stretching!! every week you should build up the amount and time of exercising, starting out small and not over working yourself as it will head to being run down and injury and pulled muscles!
And always clear sure to stretch before and after and also have a warmup and a cool down exercise !

how about joining a sports team or club? it won't give the impression of being so much of a strict work-out then and just fun so they're more probable to do it and stick to it.
that is a start..also use things around the house as weights to lift,similar to a gallon water containers..you have to use your imagination..if you hold a bike, thats good, also jogging..be in motion to the ymca..
