We own one 7 year old Shih-Tzu and are looking at a 6 month old one.

I own a shih tzu but I don't understand your 1st question. What do you miserable by paper work? I didn't need any newspaper work. Are you adopting the dog?

2nd question:
filch both of them for a quiet walk. Make sure at hand is no excitment in that environment. Hold one with one appendage the other one with the other hand. If they try to submerge or get close to each other correct them so they don't. After they become soundless and calm let them sniff respectively other. then one will show the dominance and the other one will be submissive. After this is established it will be fine. I learned this from dog whisperer.
