What equipment is needed to do a low budget documentary?

We would like to begin at once but I am not sure what may be required in order to initiate. Do we need a permit of any sort within order to interview people? Is a camera ample equipment? Even though it would be low budget, we would still like the quality of the work to be excellent. Can anyone make a contribution me any tips?
