it depends on what the health and safekeeping guide lines say if they say you can, single then operate them if you have have the correct training by someone that is qualified do train you

Under most cases the answer is absolutely not. Minors are disallowed to operate anything that is considered to be dangerous equipment (not even driving a coup¨¦.)
The only exception to this law (Federal law) is if the minor is working for his/her parents at a own flesh and blood business. Even then most of the time insurance companies will not allow it.

Yes and no - when I worked in a supermarket years ago at 16 you could use the slicing contrivance but there was a compactor out the backbone and you had to be 18 to operate it
No, must have training , and if no training must have supervison at adjectives times, even at 18 and above, its illegal to handle dicey equiment without training, and under supervison its breaking the vigour and safety act.
