Should I remove wallpaper from lathe and plaster since sculpture or can I paint over it?
I've been expecting to have to remove the deeply old paper in the past painting, but someone recently suggested that it would be too messy and I could get hold of away with leaving the wallpaper on. Am I going to hold problems with it later if I do?

You should remove it. Most harware stores like Lowe's or Home Depot have this spray on stuff that works wonders. I used it within the house I just bought and removing the wallpaper was relatively easy.
Painting over wallpaper is other a bad idea. It won't look as honest, it could peel. The pro's out weigh the con's IMO.
It all rests on how dutiful is the condition of the wall paper.
If you do this clean and size the outdated surface.
And do a test behind a door or some place that wont be see.
I don't blame you for trying sometimes old paper removal become quite a job.

Removing the wall daily is your best bet. Remove it with a wall paper removal steamer, here is also a tool to make it go faster. A pin roller, it puts terribly small holes in the paper so the steam releases it faster. After removal, clean the walls down to get rid of any glue departed behind. They make stuff you can spray on and peel the wall serious newspaper off, or you can rent a steamer and it isn't that bad. If you be aware of the paper is stuck really really tight you could try it, but I have rehabbed closely of houses and that method is really 50/50. Doesn't look that great either because the paper seam usually show through.
