I would first center it on a center lathe, using a pipe center in the bore and prepare a steady track on the OD, then beside the aid of a 3 point steady on the true machined surface, you can set the compound slide to the angle required and accurately center the bore, Source(s): 40 years experience in machine shop practice
You can do what quixotic suggests or you can accumulate 20 bucks by using a 4 jaw chuck.
A 4 jaw chuck let you chuck up an eccentric part and align it's center by moving respectively of the 4 jaws independently.
I used to do this to machine centrifugal cast iron cylinders.
You can seize a 4 jaw chuck with the proper spindle proboscis but it won't be hydraulic actuated just make tracks the draw tube out.
