What is the Vat rate applicable on public sale of plant and machinery contained by Delhi?

The plant and machinery was leased by the company to hill. Now the company wants to buy back those assets i.e. The transaction is of Sale of lease assets to the company by the guard.It is clear that the transaction will attract Vat. But the rate of Vat applicable is not known.
