When (if ever) is it okay to use all-thread bolts on machinery, and when should you use bolts next to head.?
at my company the maintenance department used all thread bolts to put contained by a pump, and it just seems to me resembling regular hex head bolts would have be the norm.

All-thread bolts are not the proper class of strength to hold together plus the torque you will have to put on these bolts would strip the threads. They work good within low stress areas.
I'm sure within are shear strength limitations to all thread when compared to standard or high strength bolts. But, I wouldn't know any of the numbers.
Off the top, if the pump is not contained by a dangerous location, or able to lead to harm if 3 of 4 bolts shear off, it's probably ok.

While all-thread comes in several classes, it should not be confused with threaded studs. Which I hope is what be used in the reassembly of the pump in put somebody through the mill.
The rule to use is that you need a minimum of one diameter of the stud or bolt used of thread engagement. It does not mater if it is a bolt or threaded stud. The bolt has the dominance of fewer parts for assembly. While the stud the advantage of one able to insure thread engagement with out bottoming out and producing wrong torque readings and or inducing stress into the body of the compressor. Also some grades of bolts and studs should not be reused. So by using a easily procured item (studs) they can do the desired results with out having to bring the exact fit bolt.
