It's a fairly inexpensive (up to very expensive) knees milling machine (2.5 axis) which can be used to machine heaps different parts. It essentially looks like a drill press with tons of extra knob. It can also be set up with numeric controls and/or digital readouts to do very precise or automated work. Along next to a lathe, it's the foundation of most machinists arsenal.

Edit: Bridgeport is a Brand Name, there are other companies that manufacture these types of machines also.
