How can i convert Pillar Drill and use it as a Milling Machine?
ok i have table top Pillar Drill can i convert it and use it as a Milling Machine if so how thanks for any proposal

Not really, it has the wrong type of bearing that cannot cope wit the sideways thrust.
It'll work for a few hours, perhaps 50, but you'll kill the drill back long.
but if you really want to, you can buy combination machine vices for lb50, you'll entail one of those bolted to your pedestal table. Axminster.co.uk have a few to choose from.

a table top would probably not be very strong, but you would inevitability a multiaxis vice to be able to mill accuratley.
Is a pillar drill the same thing as a drill press? If so you could try getting a cross slide table. I would seriously devise about buying a used table top mill instead. It will have the horse power required to tool steel, and will use collets, instead of a chuck. Google up KBC tools, and you'll see one that's brand new for $525
