I want to make stuff on one of those but I don't want to buy one.

They don't let newbies play beside them.
No machine shop will just tolerate someone walk in and rent a gadget. You'll need to provide a drawing of the part you want made and compensate them to make it.
Alternately some colleges offer courses to the public surrounded by machining, you may be able to go down that pedestrian area and make your parts that way. A few colleges allow those to use their facilities at an hourly rate, you'll have to send for around and see if that is on offer at a college implicit you.
Check the yellow page. Some machine shops have such machines and depending on how they do it, you can build what you want contained by a CAD and they'll mill it for you.
