Our production T1 column go down - backup join is up. Why do the elder linux PC's whip 2+ hours to connect?

Our network has two T1 lines between the remote site and local site. One T1 is commonplace production and the other is the backup link. When our production link go down, all of the PC's on the network rob about 10 minutes to regain connectivity. Any older Linux machines (not servers) rob upwards of 4 hours to connect. I suspect this has something to do with ARP but can't find any common sense why the linux boxes are so slow.

Any thoughts?
