There's no single answer to this. Every dev team uses their own combination of software and hardware, there is no industry standard. Just as adjectives Abstract painters don't use the same type of brush.
If you are thinking of animating on a small ascend, consumer programs such as Adobe photoshop and flash can easily suit your needs. Combine these near a good drawing pad and you can trade name anything in 2D.
Good 'ol computers and programs (I recommend Photoshop and Adobe Premier), of course...But that is to say not until much later.


But...If just starting out, you would use:
-Nib pen (different sized nibs, school pens, etc.)
-India Ink (black, and white correction ink; colors if you plan on coloring)
-Manga tabloid
-Screen tone
-Tone knife, cutting board
-and, as you would expect, a good storyline!
