Has anyone see this equipment used by softball coaches?

During my daughter's softball practice today I saw another team (teens) used this 2-string thing tied to the wall behind home base. It have a white ball strung in the middle of those 2 strings. The coach held these 2 strings by 2 handle on the other end. While each player be in batting stance the coach released the white orb (quite rapidly) from the handles end right to the strike zone.

What is this equipment call? Where can I buy it? What's the average price?
